Job Description
JOB SUMMARY
 
This position supervises and participates in the work of a crew of personnel engaged in the maintenance of city parks and recreation facilities.
 
MAJOR DUTIES
 
  • Schedules, directs, and supervises full- and part-time staff engaged in parks maintenance duties.
 
  • Supervises and participates in the maintenance of an outdoor pool.
 
  • Supervises and participates in the maintenance of city parks and athletic fields as assigned.
 
  • Supervises and participates in tree management functions, including planting, trimming, and removing trees; installs traffic control and other safety equipment at job sites.
 
  • Supervises and participates in lake management activities, including placement of safety buoys, boat docks, etc.; collects water samples.
 
  • Applies pesticides, herbicides, and fertilizers.
 
  • Operates a variety of heavy and small equipment.
 
  • Maintains tools and equipment.
 
  • Supervises and participates in construction projects; develops plans, specifications, and estimates.
 
  • Supervises and participates in mosquito control programs.
 
  • Supervises and participates in the campground maintenance.
 
  • Operates and maintains a variety of chainsaws; operates a bucket truck; operates aerial lifts.
 
  • Responds to and resolves questions, complaints and concerns from the general public.
 
  • Ensures work is performed in compliance with all relevant rules and regulations.
 
  • Prioritizes and schedules maintenance projects.
 
  • Assists with snow removal operations.
 
  • Operates a variety of grounds maintenance equipment and hand and power tools.
 
  • Performs related duties.
 
KNOWLEDGE REQUIRED BY THE POSITION
 
  • Knowledge of parks and grounds maintenance principles and practices.
 
  • Knowledge of pool maintenance principles and practices.
 
  • Knowledge of supervisory principles and practices.
 
  • Knowledge of city purchasing policies and procedures.
 
  • Skill in planning.  
 
  • Skill in reading and interpreting maps and drawings and specifications.
 
  • Skill in the use of hand and power tools.
 
  • Skill in the operation of tractor, front-end loader, trenchers, backhoe, bucket truck, and other grounds maintenance equipment.
 
  • Skill in the operation of watercraft.
 
  • Skill in the operation of hand and power tools.
 
  • Skill in problem solving.
 
  • Skill in interpersonal relations.
 
  • Skill in oral and written communication.
 
SUPERVISORY CONTROLS
 
The Parks Operations Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
 
GUIDELINES
 
Guidelines include ADA regulations, OSHA guidelines, pool guidelines, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
 
COMPLEXITY/SCOPE OF WORK
 
  • The work consists of related technical and supervisory duties.  The variety of tasks to be performed contributes to the complexity of the work.
 
  • The purpose of this position is to supervise and participate in the work of a crew of personnel engaged in the maintenance of city parks and facilities. Successful performance in this position contributes to the efficient and effective maintenance of city facilities.

  • Contacts are typically with coworkers, other city personnel, vendors, contractors, and the general public.
 
  • Contacts are typically to give or exchange information, resolve problems, provide services, and motivate persons.
 
PHYSICAL DEMANDS/ WORK ENVIRONMENT
 
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching or walking. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. Work may be performed at elevated heights.
 
  • The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
 
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
 
This position has direct supervision of an assigned crew of full-time, seasonal, and part-time personnel.
 
MINIMUM QUALIFICATIONS
 
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
 
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
 
  • Possession of or ability to obtain a valid CDL issued by the State of South Dakota within 6 months of hire.
 
  • Possession of or ability to readily obtain a state-certified Commercial Pesticide Applicator’s License.
